Dear Jessie,

thanks for definition of "minor".  Could you please clarify what do
you mean by "changes like simple element or attribute changes"?
Does it mean making a simple element to be an attribute and vise
versa?  If yes, is it right assumption that it is unapplicable to
attributes having enumeration?
