[tcs-lc] You don't need embedded names to do concepts

I agree that Names as Objects is desirable. In at least one case that 
has lately become of interest to TDWG, the markup of legacy literature, 
Names only embedded in Concepts are not always possible to mark up, 
possibly except with great complexity. While its true the schemas at 
hand are transfer schemas, the issue may be that it remains possible to 
accomplish the aims of a transfer schema and still support other uses. 
If this is indeed possible and is eschewed on philosophical grounds, 
then the community interested in document-centric or other applications 
with similar issues has little choice but to either invent its own 
schema despite having many requirements similar to TCS-LC, or vote 
against TCS-LC as being not inclusive enough.
