[tcs-lc] new mailing list for TCS and LC discussions

Many thanks, Matt!! I wish I had gone through the rest of my email inbox
before sending those last two posts to the CC list! Is there any way to
manually add the prior discussion from the big CC list to the Archives of
this new list, so that there will be sufficient context for anyone who later
accesses the archives?
