[kepler-dev] Changing the repository rule

Hi Efrat,

If you were referring to my recent update of the configuration files, I
apologize for it.

I had actually tried to make sure there weren't dependency problems with
it before I checked it in, but since Kepler is a big and complicated
project, I probably missed something.

If it helps any, if you notice further problems, you can email me the
problem, and I'd be happy to fix it instead of your spending a few hours
doing it.
