[eml-dev] Use of citation and references

I think the internationalization upgrade is ready to go.  Ben asked for
comments a while back, and we haven't gotten any.  So, I suggest that we go
ahead and prepare an EML release candidate, and then poll the EML Project
members about whether they approve the release, and if so it would be ready
to go.  We'll be back in touch about that soon.
