Hi David -
To the best of my knowledge, one does not reference other EML documents
from inside EML; that was a feature of the beta-versions. External file
of any kind can be listed in the <url> tags. You can include a complete
<citation> tree under <methods>, which implies it it is a cited method.
Someone else will have to comment on the status of the
internationalization patch.
