[eml-dev] Use of citation and references

Regarding EML 2.1.1 with internationalization support, the tagged release candidate is available in two forms:
1. Formatted documentation on our development server:
http://dev.nceas.ucsb.edu/software/eml/
2. Schema and test files on our SVN server:
https://code.ecoinformatics.org/code/eml/tags/RELEASE_EML_2_1_1_RC_1/
The first resource is more approachable for a casual review and includes examples of how to exploit the new features. I will also add a specific "What's new in EML 2.1.1" page similar to the current "Information for EML 2.1.0 Document Authors" page.
