[eml-dev] Use of citation and references

Matt and EML-Dev,

Inigo and I are in Taiwan. One of the Taiwanese asked the question, could one enter a high level citation document and then reference it in a dataset document?

Also, is the internationalization now part of the eml schema? If not what do we need to do to get it adopted?
