In fact changing regional settings to English works and now the File Menu
appears.
However, for me, it is not suitable because the position of keys in keyboard
also change.
Perhaps it is better I wait for new update that fixes the bug.

Hi Luis,
It looks like Kepler has a bug related to locale settings. We will try to
get this fixed. 
In the meantime one temporary solution is to set your Windows Vista
"Regional and Language Options" to English (United States) before starting
Kepler.
