Done.

The canonical location for the Ptolemy II Design docs is at
http://ptolemy.eecs.berkeley.edu/ptolemyII/designdoc.htm
I update that page to point to the latest version.

Kepler developers would most be interested in reading Volume 1, "Developing Actors".
I updated the Kepler page with that information.

Currently, we have somewhat out of date pdf for that chapter.  I have a draft of
the LaTeX files for that chapter, but have no specific timeline for completing the work.
