[kepler-dev] Exec actor bug in ptolemy.actor.lib.Exec

Hi Chris,
Thanks I just fixed this in the ptII devel tree and the ptII 8.0 release
branch.  I also modified a test so that this bug is indicated when run
under Windows 2003.

I updated the Kepler-2.0/ptolemy-8.0/module-info/revisions.txt file as well.
The corresponding file in the Kepler devel trunk should get updated by
the night build.
