[kepler-dev] Exec actor bug in ptolemy.actor.lib.Exec

Hi,
The Exec actor in Exec.java does not check for "Windows 2003" in
_getCommandList() which should use the "cmd.exe" command, which is at
line 572 in the check out I have.
