[kepler-dev] Kepler Bugzilla needs updates for Kepler Version

Hi Matt,
Could you add a 2.1.dev or something similar to indicate that
the problem is in the development tree after the 2.0 branch?
I agree that 2.X.Y is problematic.
When I say 2.1, I'm not saying that the next release will be 2.1,
it is just a release number greater than 2.0.
