Workflow LSID revision is now being updated when creating, editing, deleting,
or moving relations.  It is somewhat non-ideal at the moment because the lsid
rolls both when the user starts the relation and ends the relation but I see no
way around it at the moment and it's really not a big deal to bump the revision
twice for creating a relation.  Closing this bug out for now.
