That exception is harmless anyway. At one point your module configuration included the tagging module, and this inserted a menu entry in the gui module configuration. Later, when the tagging module is removed from the active configuration, the menu entry still stays around; when the system tried to instantiate the class that handled events for that menu item, it can't find that class and displays that error message. The net effect, though, is that menu entries are not shown in the menu when their associated module is removed, which is the behavior we want.
