[kepler-dev] Build Script - Checking out Ptolemy

The default build currently uses the svn protocol to check out  
Ptolemy. Chandrika's request was to change it to use https instead of  
svn. However, I only moved it to svn after https failed to work  
properly. Since https works fine when we use it from our Kepler SVN  
repository, I assume this is somehow related to how the Ptolemy SVN  
repository is configured.
