[kepler-dev] KeplerConfigurationApplication

Thanks Jianwu, I was able to get it working.  And Chad for updating the 
documentation.

I will try to update KeplerConfigurationApplication to use the KARFile 
class instead of the KARCacheObject next week sometime (bug 4392).
