It is currently possible to open up several PreferencesFrame objects by
repeatedly clicking the source button on either the Component or the Data Tabs
in Kepler.  The PreferencesAction should recognize if the frame is open already
and take the user to the appropriate tab in the already opened
PreferencesFrame.
