[kepler-dev] Creating kar file

Hi S.M.Guru,

The kar file specification is undergoing an overhaul right now.  I'm not 
sure of the current status of it, but Aaron or Derik (cc'd here) will 
know.  You should still be able to create a self-contained archive of 
the actor.  It might be that something is just broken right now as we 
are actively working on this.  Aaron or Derik, do you know if this 
functionality should currently work?
