[kepler-dev] notifications for jar changes

Kepler-devs,

With the previous build system, when checking in changes that would  
require an Eclipse user update the now deprecated .classpath, we used  
to send out an email to the list or say so on #kepler.

With the new build system, when jars are deleted or moved or renamed,  
a similar issue occurs  -- an Eclipse user must update  
their .classpath files. You can do this by running 'ant eclipse',  
followed by a Refresh of the module directories within Eclipse.

I'm requesting we resume the practice of sending a heads-up email  
alongside check-ins that break the build within Eclipse, at least  
until a better system is in place.
