[kepler-dev] Code Freeze Proposal

Hey Chad,
This sounds good.

The ptII tree is in fairly good shape. I'll clean the ptII tree
just before the January 31st freeze. I'm working hacks to Eclipse
that will properly order the ptII methods according to the style
guide.

Edward is working on continuous domain changes that will go in
between now and then. Also, we will not be shipping data/properties
nor data/ontology. None of these changes directly affects Kepler.

My plan is to update the rel-8-0-beta tag with the cleaned tree.
If there are strong objections, I could change the tag to rel-8-0-beta-2.
