[kepler-dev] build issues

Chad and David,

I also see we're having incomplete jobs on NMI for the last several
days, or at least hung jobs on the 18th, 19th, 20th, and 21st.  No
recent emails have come forth from NMI.  The 'Running' jobs might just
be waiting on an x86_64_fc_9 host to be available.  Not sure what's
going on there -- lots of stuff queued up.
