[kepler-dev] nddp package moving to its own module

All,

I plan to (svn-) move the org.nddp package out of the kepler-trunk  
suite and into it's own module (nddp) that will not be part of that  
suite.  Happily, this will slim the kepler base system by 181 Java  
classes (in the util module) as well as some Tcl scripts (currently in  
the common module), etc.  Most of the nddp functionality is reproduced  
or enhanced in the comad and ppod suites.

Please let me know if this will cause problems for anyone.
