[kepler-dev] cog?

The cog directory was used by Jagan from the Monash group in their
implementation of the grid monitoring -- Ilkay will know its status.
They used the cog directory as a means of overriding the jars used for
globus at run time because the globus 3.x jars were in the way on the
classpath for them -- so they had some classpath hack to get around it
at runtime.  I don't think that it is working in the new build, but
Ilkay should be able to clarify.
