[kepler-dev] cvs access changes

Due to popular demand, we have enabled anonymous access to the Kepler 
CVS repository through the use of a shared 'anonymous' account.  Using 
SSH to connect is still required, but read-only access can now be had 
without requesting a named account.  Instructions for anonymous access 
are now available on the Kepler wiki:
