On the scrollbars issue:

I too am perfectly happy with the 'panner'.  However, in the current
Kepler, there is a bug whereby the tabbed gizmo containing lists of
'Actors' and 'Data' does not resize itself.  The result is that on my
little laptop display, the panner is not visible because the tabbed actor
list is taking up all the room.

Also, you can click-and-drag to resize the horizontal width of the area
dedicated to the tabbed actor/data list, but the tabbed region itself does
not expand (/contract) to fill the available space.
