[tcs-lc] TCS version updates....

Dear All

Following the posting of the version 0.95.2 of TCS with Names as Top level objects and our ongoing monitoring of discussions on the list and recording of the outstanding issues on the tracker 
(http://tracker.hyam.net) we have issued a further version 0.95.3 on the TCS wiki http://www.soc.napier.ac.uk/tdwg/index.php?pagename=VotingDraft. 

This version will be incrementally updated (i.e. it is not stable... but will reflect our current status) between now and the 8th July at which point we will fix the version for voting on at St Petersburg. This would appear to conform with the TDWG standards ratification process. (If anyone out there thinks differently please let me know...)

Thank you all for your continued discussion on the issues associated with names and concepts and I hope that as we progress towards 8th July we incorporate as many of the concerns as possible into the TCS so that it meets with the approval of the community.

Roger is beavering away on the user guide which we will post in due course.
