[SEEK-Taxon] first cut at guid decision document

Hello everyone.

I've put together a first cut at another paper discussing GUIDs.  This one
has a bit more detail comparing the systems than the other one did, and I
tried to incorporate the discussions we had when we met in Santa Barbara.

Everyone should feel free to add to or alter this.  It's certainly rough,
but I think it's a good start.
