[seek-taxon] draft SEEK XML schema based on Jessie's ideas

I've been working on the schema a bit since we talked yesterday - I'll get
around to using CVS but in the meantime here's where I'm at.

Matt could you give me access to CVS and a password and give Robert Kukla
write access please.
