[seek-taxon] metacat client interface code

Attached is code for a client to the metacat system, in Perl. There is 
also a Java interface available in CVS in the metacat module:

See in particular the file "Metacat.java", which defines the interface. 
  A test program that shows how to use the interface is also in cvs:

The Java interface is a bit better defined in terms of error handling, 
but it basically corresponds to the perl interface in terms of method 
calls.  The ant build system in metacat has a target "clientjar" that 
can be used to build a distributable client jar file for use in java 
applications.

Of course, we'll be standardizing these interfaces once we have an 
agreed upon set of interfaces for EcoGrid (which will be closely related 
to the interfaces shown here).
