[seek-dev] climate data

Hi, Deana:

I tried to dragg IPCC data, it seems 4 (of 11) doesn't work.
The package are: Precipitation, Wet Day Frequency, Ground Frost Frequency 
and Vapor Pressure.

Dan is testing now and to see if we can get same result.
