Chad,
I think these files are the sample data that comes with Desktop GARP,
and are in "native GARP format", whatever that is (binary something).
It is transformed from the original GIS data, into something different.
You should check with Ricardo to see when this happens in the
pipeline...it might be the output from the scaling or presample
routine. Anyway, GRASS will not read it, as it is not a standard GIS
format. You'll have to work on different data. I put some ESRI data
that Town gave me up in my ftp site (grid_data.zip; I think you already
got it). If you want to fool around with something smaller to start
with, I have also put some test data from Sevilleta up there
(testdata.zip), also in ESRI format.

_ann files are "annual" climate layers, not anything to do with annotations.
I'm just now downloading GRASS, and will be tied up all day tomorrow in
interviews. Hopefully I will have some time to help you after that.
