[seek-dev] implement XQuery in EcoGrid and SRB

Id like to introduce you all to Manu Juyal, whom i have hired as the student
GRA for the ASU Seek subcontract. Manu is a beginning PHD student in
environmental planning with considerable development and xml experience. He
will be starting ASAP, so if we can get him added to the seek lists, cvs
accounts, etc, that will help him get intouch with the rest of the group. 

We've had one meeting last week and conlduded that the basic challenge of
reconciling the temporal and spatial sampling context of data via ontologies
that I had emphasized in the albuquerque PI meeting fits very well with
Manu's thesis interests and will be an area he will focus on.
