Summary: Exporting an actor should prompt user to semantically
annotate it if it's not already
           Product: Kepler
           Version: 1.0.0rc1
          Platform: Other
        OS/Version: All
            Status: NEW
          Keywords: REAP
          Severity: normal
          Priority: P2
         Component: semantics
        AssignedTo: barseghian at nceas.ucsb.edu
        ReportedBy: barseghian at nceas.ucsb.edu
         QAContact: kepler-dev at ecoinformatics.org

When exporting an actor without a semantic annotation, the user is not prompted
to do so. When someone then tries to import this actor, they are prompted. I
believe the person exporting will typically know better how to semantically
annotate the actor, and so an additional check and prompt should be added to
the export procedure.
