The case this bug addresses occurs when the metadata (and possibly some, but
not all data files) are public and there also exists one or more private data
files in the package.
Looks like might have to store individual error msgs in cache?  That seems like
overkill.  Maybe just initial alert when first attempting to read from
Earthgrid, then more generic error when retrieving (empty) file from cache.
