[kepler-dev] Documentation attribute

Inspired by Wednesday's meeting in Davis, I modified the way the
documentation attribute works in the UI.  Now, in the Utilities
menu, there is a DocViewerAttribute that you can drag into a model,
as before.  But now, when you double click on the yellow box that
says "Documentation", one of two things happens:

If there is no documentation, then you get instructions on how to
create the documentation (Right click on the background and select
Documentation->Customize Documentation).

If there is documentation, then that documentation is displayed.

I think this will work better for documenting models and composite
actors...

Changes checked into the ptII repository.
