[kepler-dev] Questions for adding new actors

Hi, Chad,

Ok. I'd like to update that README file. But here is the situation: the
actors and kars have over-numbered the number set in the README.

For kar files, the following scopes are taken:
1-332, 449-453, 500

For actors, the following scopes are taken:
1-447, 449-453, 500

Should I manually change those numbers back to make it sequentially, or we
just let them be and set the new maximum numbers (500) in README?
