[kepler-dev] Actor annotation

Hi Dan,

Sorry I wasn't clear. We manually update the data in the kar or the file
that shows which concepts the actors are registered with in the actor
library. (I don't know which one is the required to add an actor lately.)

So my suggestion is for developers to add this information when they are
developing the actor (and update on the code later) instead of having it
somewhere other than the code. Using this information in the documentation
also would be useful as we can show the user things that have similar
functionality, etc.

I didn't give that much thought to it, but it makes sense to me.
