[kepler-dev] Kepler alpha7

Christopher et al,
    I also get the PT II 5 toolbar on all my tests (unless I mistakenly 
use the Kepler alpha1 release rather than the alpha7).
And the utilities are not immediately visible for me.

    I don't think the PTII environmemt variable has any effect in kepler 
because all of the PTII code is actually inside the kepler.jar file 
which is on the classpath. (And removing PTII had no effect on my machine).

As far as updating libexpat.dll --- This isn't really a direct 
requirement for Kepler, but is needed by the GARP code which is a 
C++(jni) code called by Kepler in several of our species distribution 
workflows. Simply telling Java where to look doen't work since it is not 
java but the C++ code that is looking for the dll. It's important to us 
that these workflows work, but perhaps I need a better way of installing 
when we get past alpha versions.
