[kepler-dev] Problems with building kepler alpha3 installer

Hi Dan,

run-dev is the target that builds the jars for kepler. It hadn't been
maintained for a while as we are mostly using run-dev target. I think 
it is missing some jars. I'll check it right now and try to fix.

I'll check-in the new build when I fix it.
