validation

Hey Peter,

I don't know if it's maybe because you aren't done yet, but I'm getting
a validation error about fgdc:Horizsys when I try to run 'ant test'.  I
didn't know that you were going to put your files into the head yet. 
It's not a big deal.  Just thought I'd let you know.
