Hi Barry,
I don't have immediate access to a Windows 7 machine, but I do have
access to a Windows Server 2008 R2 64-bit machine.
I was able to double click on the Kepler-2.2-win.jar and start up the
installer.
When you right click on the the Kepler-2.2-win.jar icon and select
"Open With", what do you get? I get the attached screenshot, which has
"Java(TM) Platform SE binary Oracle Corporation"
It could be that your Windows 7 installation has lost the association
between .jar
files and Java.

suggests

which seems like overkill

David's suggestion of running
java -jar Kepler-2.2-win.jar
also works. I did:
Start -> Run and then type
cmd
into the run window.
Then cd to the directory where the file is located and then run
java -jar Kepler-2.2-win.jar
Hope this helps, let me know if you have further questions.
