At r29643 now instead of being at the far bottom of the File menu, Import
Sensor Site is now at the far top, and Export Site to KML is no longer a File
menu top level item, but a subitem of File->Export As.
The ideal place for Import Sensor Site might actually be below File->Open...,
but we don't yet have the facility to copy configuration properties to
multi-level destination indices, and so this seems a good compromise given REAP
project time constraints.

Changing target and importance.
