[kepler-dev] Sinewave actor bug

Hi Sean,
I updated
http://bugzilla.ecoinformatics.org/show_bug.cgi?id=5266
with details.

I also updated build.xml with a vergil target.  To run just Vergil, do
cd build-area
ant update
ant vergil -Dmodel=ptolemy/src/ptolemy/actor/lib/Sinewave.xml
