It is fixed as of 2.3 and this will not happen between 2.3 &  2.4. What could
still happen is if you start 2.3 and revert back to 2.2 it won't open. 

Jianwu will test this behavior between 2.3 and 2.4. If there is no problem, the
bug will be closed. Jianwu will also add this to the release process. (A new
webpage need to be created for the release process.) The process should include
adding bugs for release steps before each release.
