I concluded fixing the issue of 2.3.0 being unable to start if 2.2.0 had been
run before at r28454 . current-suite.txt was not being copied into
KeplerData/kepler.modules/build-area nor initialized. Additionally, I believe I
also found it was possible to get into situations where the copy attempts
failed when the destination files already exist. I fixed that at r28365 with
use of copy.setoverwrite(true).
