Summary: DataTurbine actor should support Start Time with
sub-second accuracy
Product: Kepler
Version: 2.1.0
Platform: Other
OS/Version: All
Status: NEW

DT actor Start TIme parameter should support sub-second accuracy. It would be
nice if it accepted dates specified in a variety of formats, including
[milli]seconds since epoch, and made apparent at least one of these formats -
currently the user has no clue.
