[kepler-dev] Error Closing Kar File

The problem that I am having closing workflows seems to be related to 
the version of tagging that I am using.  When I do not use a tagging 
module, I am able to close workflows with no problems.  When I use 
tagging-2.1 I receive the error referenced below when I try to close a 
workflow.  When I use tagging-2.3, I do not receive any error.  I'm not 
really sure what in the tagging module would prevent a workflow from 
closing, but I can toggle between tagging-2.1 and tagging-2.3 and the 
error is repeatable whenever I am using tagging-2.1.
