[kepler-dev] 2.1.0 install for non-admin windows users, bug#5065, patching 2.0.0

Hi Derik,

I agree with you about your one sentence. However, I am going to go  
ahead and test patching 2.0.0 and see if we get better results.  
However, do not let this hold up the 2.1 release in anyway. If we can  
get this to work after the release, that is fine.
