Also I have now tested this using the same steps described in your Comment #6.
Upon viewing the ROML LSIDS for each run, they are now different, as well as
incremented sequentially by 1, each time the workflow is run, AND/OR each time
a KAR is saved.  

Please review and let me know if you agree, so that we can close this bug for
now.
